% counts only the meetings that youth member was actually on a register for, never the number of meetings the section held. A dash means no register was taken for them in that period - most often because they had not joined yet. That is not the same as being marked absent. The downloaded file shows every meeting: P present, A absent, and an empty cell where they were not on the register.
